He means that it's great that you read the tag on this particular section of the forum, but it really would be a great thing if you could read the advertising policy over before posting in the advertising section.

Please read through the policy. It is pretty clear that you must be an active member of the community in order to advertise here. What that means is spend some time in the loan talk and other areas of the forum, offering information, helping answer questions, and just in general getting to know the people here and let them get to know you.

Advertising here isn't really advertising. Most people will know what you do by how you post here, and will contact you if they need your services. People do come by however that don't post on a regular basis and that is the idea of the advertising forum: to supplement your spot in the community.
